Broadly announced in mid-2025, the European Commission plans to roll out the specifics of its EU Quantum Act sometime in the second quarter of 2026. The Act seeks to address a number of perceived impediments to realizing the EU’s ambition to become a global leader in quantum technology. Key aims include addressing scattered quantum national/EU actions that are causing duplication and missed synergies, delayed roadmap deliveries, insufficient EU pilot lines, uneven quantum-related skills sets, and struggles with technology transfer from research to industrialization. Other targeted issues include a high level of dependency on non-EU-enabling technologies and a lack of private capital investment supporting quantum startups.
